Is anyone else REALLY tired of not getting e-mailed their lj comments?!

Look at the beautiful banner that beeej made for me! It's so pretty and goes perfect with my layout. I love the photos she used - so adorable! I'm just gonna stare at it and drool.

This entire weekend is just gonna be posts about fantastic things that other people made me! BEST WEEKEND EVER!!

So I am playing around with my layout (and by that I mean the VERY basic things like titles and whatnot) and I am wondering how to put on a header. I have the box checked to received e-mail updates for birthdays on my flist, but it says "Currently disabled"? What I am doing wrong? I can't find anything in the LJ FAQs.
